Virginia has a very active NASA franchise. You won't have any problem getting on the track.
The two home tracks for NASA Virginia are Summit Point, located west of DC and slightly inside West Virginia, and Virginia International Raceway near Danville VA, but just very slightly inside North Carolina.
I'm not sure what track near Richmond you might mean. There's one planned for the near future on land that was once owned by Dragon Ordinary (in New Kent) but I don't think they've started building it yet.
Anyway...join NASA and watch for the events near you.
It's a very developed programme with some very good instructors.
