95 civic w gsr swap having trouble with main relay

i have a 95 civic w a 98 gsr swap my main relay isnt turning on i changed the relay out and still didint work so i changed the distributor fuel pump and gave the car a full tune up and the car wont start unless i jump the relay but for some reason my ecu blew so i had to replace it does anybody have any help thanks pat
and when the car is running its holdin back when the check engine light is on but if i try to peel out the check engine light shuts off and the car got pull
