is my turbo done?

i have a t3 super 60 and two nights ago it started to make a whining whistling noise there is no shaft play or damaged fins any ideas? thanks

it kinda souns like a whale...u know like that noise they make underwater its not the normal turbo whistle that it makes

my builder told me to check that and the intercooler pipes and they are on i dont understand why its making that noise
