Default paint

i'm about to buy a 91 ef hatch (red). i see alot of people with full painted cars with the bumper and such. but this one is red with black bumpers, do you just pain't over the bumper? i know dumb question, i'm just not sure....

Im pretty sure u just sand it, primer it, and paint it. dont just go over the plastic itself..

bulldog primer makes paint stick to plastic. I'd atleast sand down the old clear coat and then re-primer and paint as mentioned eariler.

i dont think the factory bumper has clear over the black. it has a ruff texture to it though so sand, prime, block it out then paint and clear

If the bumper is bare plastic and you don't want to make any repairs to it, scuff it with a red scotchbrite pad, wipe it with wax and grease remover, apply a plastic adhesion promotor (fusor 602 or bulldog etc. can be found at your local auto body supply store) then apply your sealer/primer followed by your basecoat and then clear, or single stage color if that's what you're using.
