Default Urgent Question! What is this under dash plug for?

I've been reassembling my car after it was completely stripped for paint, and I've been plugging everything back together for the past couple days. It's almost 3am and I've spent the entire day trying to find out what this plug goes to. It's on the driverside, around the under dash fusebox area. I checked the fuse box and can't see anywhere where it could plug up. I've been searching on here all day and haven't found anything.

The fuel pump has not been priming when the key is turned to the "on" position, and my cluster does not light up (although turn signal, high beam, etc lights up on the cluster). I checked the main relay and it's fine, and I've checked/replaced the fuses and there are no problems there. I have a feeling this plug may have something to do with it.

Thanks in advance, I need to get this figured out ASAP.

The car is a 95 Cx, with an OBD1 d16z6 swap, and the interior dash harness is all original. So as far as I know, everything is OBD1.

i doubt the diagnostics port would have the clip/release on the top. did you try checking the wire colors in the ecu wiring diagram on the stickie at the top to see if they match up?
