I have 1995 civic hb with a b16a swap with a pr3 computer. swap came from oversea out of a 92-95 del sol. i'm trying to put a p28 chipped computer in it, but when i plug the p28 computer in it won't let the thottle go passed 4000 rpm.

please help me with this problem
