Default RPM gauge not reading correctly, what could it be?

I've got a lsvtec motor in a honda civic. The RPM is reading way off. In the morning when the weather's cold the RPM would read accurate, but in the afternoon when the weather has warmed up the RPM reads about 1500 RPM off. I'm thinking it might be the gauge cluster and I was curious if anyone has have experience with this issue.

It's a GSR tranny and in the morning, at about 80 mph, the RPM is reading about 3900-4000. In the afternoon when it has warmed up, the RPM reads 2500.

Any idea folks?
