The engine stumbles??
Usually a crazy tach is a sign of a shorting coil or an ignitor heading south

It should have no effect on the functionality of the car. It is simply a loss of continuity in the coil on the 95-97 V6 Accords. Ours has been doing it for years.

It is under warentty? I never heard that, is there a TSB about it that Honda will fix it for free?
