Good setup for ls fully out low compression

what set up should i go with that can produce 300 hp and cut cost?

there are 3 choices between cheap fast and relibale but you can only pick 2 and must sacrifice the last one

cheap + fast= not reliable
cheap + reliable= not fast
reliable + fast= not cheap
