Default Question about my IACV and standalone?

Well I was having some slight problems getting my car to idle with the F.A.S.T. I am not using the IACV and was wondering if it may be creating some issues with the car idling not being hooked up. Would it create a vacume leak of somesort or is it closed when not hooked up? Would it be in my best interest to fab a block off plate? I also noticed when I would turn the fuel pump off it would idle much better. I can adjust and adjust with the fuel pressure and standalone but nothing seems to fix it. It will tend to idle in the low 10's range. Any suggestions would be great. The car ran great other then the idle.
