Teg is overheating. Lower hose is cold??? WTF?

Ok.. before posting please check out what I have fixed, or checked.
The car is overheating. And the fan is not turning on.
Upper radiator hose HOT
Both hoses to and from the heater core HOT
Lower radiator hose COLD?
1) New thermostat. And I boiled it in a pot on my stove. Opened at 185
2) No leaks ANYWHERE
3) Removed and checked water pump
4) Radiator checked and flushed TWICE!
5) Removed air in system.
I checked yahoo with the search words "integra overheating lower hose" and I came across hella posts from other message boards. Lots of people have had this SAME problem. But it never gets resolved, or the solution is never posted.
The biggest concern in my opinion isnt the fan. Its that damn lower hose. If the thermostat is good.. How can the hose not be hot as hell?

you have air in the system, plain and simple. How did you bleed the system?
when you fill the car back up with fluid, you should run it with the fan on low, and the heat all the way up. this will open up the heater core. run it with the cap off and periodically rev it to about 2500 for a few seconds to let the air out of the cooling passages. sometimes, the system needs to 'burp' itself, so let it over heat a bit (not all the way to red) but to about 3/4 on the gauge. if the temp still climbs after 3/4, shut it down.
However, there is always the possibility of a block rad...check that too.

it could possibly be a worn head gasket
my friend had the same problem with his civic, 2 radiators, 3 thermostats, 2 caps and 4 flushes later he replaced the head gasket and that was the problem the whole time, but the car didnt shoot out a puff of smoke once
I would try replacing the radiator first and fully bleeding the coolant system by leaving the cap off, letting the bubbles pop out, and squeezing the upper and lower radiator hoses before replacing the head gasket

Ok..BAY AREA BALLER is my cuzzo so we did everything listed and nothing were going to put the car in an incline and try to bleed it again..But i keep hearing about the fan relay switch please explain why my that would not let the water flow thru the lower hose..And also i have a brand new headgasket on it and no signs of a bad head gasket..
