Default Integra gauge cluster And vss Guru's Opinions wanted

Here is the deal, 91 crx si, 95 integra clips, 98 civic sohc vss and clip. ZC engine, l3 tranny, zydne gold ecu, and finally unknown year integra ls cluster purchased from ebay.
I wired in the integra clips, put in the vss, wired the black to grnd, blk/yellow to signal then to pin 16 yell/red stripe at the ecu, and ran the orange to a 12v power in the dash.
The results: everything in the cluster works fine, but the tach reads 2200 rpm at ide fully warmed up ( i know the car is not idling at 2200). And no speedo, odometer or tripometer.
Opinions wanted on something i could have wired wrong, or if you think what i think, that the ebay cluster is BUNK
Do clusters go bad? And one thing i was thinking was if maybe the chipped ecu doesnt read speed or somthing?? Opinions and ideas wanted. I have searched by the way.

recheck your wiring. trust me. i did a 99gsr cluster in my 90 integra about 3 years ago. it sucked. there was days tat i drove with no dash lights. no speedo. and etc. relook over the wires going to the integra clips, and just recheck, and recheck it. and play with different wires. cuz i ran into some problems. where some of the wires on the diagram was just straight up wrong. till this day i dont have a saftey belt light on the cluster.

Thanks for the advise, i have gone through and triple checked all my wiring, Its still doing the same thing. This isnt the first time ive done this either, about 4 years ago i did a gsr cluster in my last crx with no problems.

I think i figured it out though, i took apart the ebay cluster and found that someone rolled back the miles because all the numbers had scratch marks on them. I think they broke the cluster and sold it to a poor sap like me
Not sure why the tach is off but I think i got ripped off.

damn bro. if it had scratches on the mileage. then yea u got owned. some people are stupid about it. its not that hard to roll back the miles. and not damage the cluster. but about the tach. damn i cant remember if its the same. but the light blue wire in the gauge cluster (the car wire harness),( not the modified clips) is the tech. wire. but im not 100% on that tho. also it from a DA. not sure if its the same for ef's

also when u cut the car off does it stay at 2.2k?, and does it rev up? if it does, then u might have a bad cluster, i wouldnt put it past you. especially with the mileage situation
