Default emissions compliant ITBs

is this possible? could the necessary sensors/vaccuum tubes be added somehow. i would love to put ITBs on my prelude, but i need it to be street legal. also, i almost never see filters on them. i know this is traditionally a race application, so filters wouldnt be needed, but for a daily driver, what would be the best way to filter the ITBs? thanks

I've seen some setups with a plenum, that you can run your vac lines to. they had a cone filter like any other intake
