Purges vapors from fuel tank into the intake manifold. it's an emission componant. It isn't nessecary from a performance point of veiw but if in cali, you'll need it to pass smog. if obd2, you throw a trouble code. but if left in place if doesn't effect performance because it operates when the engine is decelerating or cruising. it doesn't funtion during acceleration.

all it is is a solenoid that the computer (ecu) activates to use engine vacuum to pull fuel vapors out of the charcoal cannister. its fairly unobtrusive but it can cause idle problems depending on your motor setup. on a close to stock setup theres no reason to not use it.
