Default Electric Fans Not Coming On When HOT

This is actually for a friend's CRV, but since a B20Z is so close to a B18x I figured I'd get a response here.

The electric fans up front kick on when the AC is on, but they never turn on otherwise, so the water temp starts rising when still. Start driving and it falls right back down so the cooling system is fine(he bled it).

All fuses and relays seem fine, so I think it's a sensor issue.

Where is the sensor located that kicks on the fan at a certain temperature, since that's probably dead? It's been so long since I've owned my Integra that I forgot where it's located(Maybe cylinder head???).

TIA
