Yes that would help you steer, but if you cant stop your back tire from spinning then you dont need to worry about steering because your not going anywhere.
Of coarse you cant tell from the pic but they may have one chain on the back right tire(which still wouldnt make sense) since thats the one that would spin...even though if that one starts spinning the power should transfer to the back left...I dunno

....and to facilitate braking. Also it's not like he has slicks on there, You can get traction with regular tires. It's called throttle modulation.
