Default heat doesnt blow fast enough

hi.. i live in alberta, canada and lately the weather is really cold up here (-30C -20F) and when i start my car in the mornings i want it to heat up... i get plenty of heat but it doesnt blow hard enough... i can barely feel it around the legnth of the steering wheel. anybody have this problem before??? to fix this where should i start?? is there some sort of filter or something that is clogged??? i have no clue when it comes to these kind of things...

Mines a 99 and it heats up the car fairly nice but on those really cold mornings I wish it could be better, I'm trying to figure out a way to hook up a leaf blower motor to it, if I ever find out how to, I'll post the How-To thread...
