Check the harness for rust or corrosion.

i'd pull it all apart and clean it all just to be sure...

 

are there two fuses for each brake light? its wierd that the constant light is on and not the brake pedal one.

 

random question.. do you have the correct bulb ? it should be a bulb with 2 filaments

 

Some one left us with a broken tail light but the light worked just fine. So we changed the lens, and now when the lights are on the tail light works except when we brake there is no light, this is on the drivers side and on the dash the "rear lamp" indicator is on.
