I use my pepboys tuner style lugs that cost me $30.

Are they not tightening it because they are too thick for the hole or because there isn't enought stud thread for them to thread into?

Stock wheels and stock lug nuts have a ball-shaped seating area.

Aftermarket wheels have a tapered (conical) shaped seating area and you need lug nuts that do, too.

You can get tapered lug nuts at any auto parts store or tire shop. Expect to pay around a buck apiece. You can also get more expensive "tuner" lug nuts with features such as colors, locking, etc, but inexpensive ones will do just fine.
