Default brake light failure?

I tried searching before, but had no luck.
Basically my brake lights do not function when the lights are on at night.
They function fine in the day time when my lights are off, but aren't as bright as they should be.
I'm thinking the wires could be crossed but I have no clue.
Any ideas?
All I know is the previous owner did something to speed up the signal blinkers.
Any info would be appreciated. Thanks
