LS Vtech installation, V-tech doesn't turn on!

I'm sorry, I know that this probably already should be somewhere in archives, but I couldn't find it and need info ASAP. If you know where this info is, please give me a link.
I got a call from a mechanic today to pick up my car, he was swaping engines for me, and after a test drive I realized that the V-tech doesn't turn on. "Check engine" is also on, computer shows codes 303, 304, 1300.
The guy doesn't know how to turn on the v-tech, getting pissed, and if I don't figure out what HE needs to do, he will probably not fix it.
A little history: the guy never did these kinds of swaps before, he only did muscle cars. So he knows about engines, but doesn't know specifics of this swap.
One year ago I changed all the parts in my v-tech head, and since the block remained old, it finally failed on me. I bought a new LS complete engine, and after mechanic told me that V-tech head is still good, I asked him to swap the heads for extra money (assuming he understood that v-tech needs to work, that's the whole point of the swap!). Today the guy said that he has no clue what to do, he made the car running and wants it out. I had some trouble making him keep the car a little longer to finish his job, but unless I do the research, he will not do it...
So please, help if you know what can be wrong.

car owner is the only idiot. if i knew nothing about hondas and a guy brought me a block and a head to put together i would do it... hell i would probably just throw out the dowels when they werent working... the headbolts will hold it on there just fine 
then again, i wonder what headbolts even got used, there is a chance that the ls headbolts are barely sunken into that block through the taller vtec head. this is a REAL mess
stop driving the car asap. get the engine looked at by someone that has worked on (or at least heard of) an ls/vtec.
im willing to bet there is no oil line, and god only knows what ecu is runing it.
edit: "the guy doesn't know how to turn on the vtech" *slaps forehead* please sell your honda to a worthy owner... like my grandmother, i think she knows more about this stuff then you.

First off, like previously stated, why would you have your motor built by someone who knows nothing about our kind of motors?
Second, if you can "changed all the parts in my v-tech head" all by your self, why didnt you just do the swap, if you can remove a head, you can build a motor. But, I would assume that you cant even read whats on your valve cover, you probably wouldent know how to read a Torque spec sheet....

true story. there's no point in having a person work on somthing he knows nothing about. take it to a local tuner or a honda specialist.
