Safest RPM drop?
It shouldn't matter if you shift at 7k everytime, it's the same ammount of "drop" each time. Yeah 7k will put more stress on the motor, but regardless of how you slice it, you're still going from 1st (3.25) to 2nd (1.9) with an FD of 4.25 - those numbers are static, they NEVER change, therefore the drop is the same, everytime, there's no "better drop" or "worse drop" in RPM's. What there is though is what RPM's are better for your engine. From my experience D16Z6's and D16Y8's seem to work well over 2.5k. I wouldn't shift at 2k b/c that's just too low. You can on most cars...but most cars have more displacement than a civic, which increases torque, therefore enables you to shift lower.
You said you shift at 4k - that's perfect.
When I'm not beating on my car/winding it out/etc (driving normally). I shift at 4.5k RPM's (I like to shift before VTEC but the stock tach isn't 100% accurate).
With that said, the way you shift now (at 4k) is fine, as long as it's over 3.5 or so your RPM's won't be too low - you strain the engine if your RPMs are too low so lower isn't always better.

Kalin...you can run totally different shift patterns b/c you're running a 2.2L engine :-\ - the 1.6L has a lot less tq. due to its displacement, therefore cannot afford to shift at low as an h22 can...but know this...
