hacked electrical?

Default hacked electrical?

94 GSR

Ok so my pump wasnt getting power. It turned out to be that the black wire from Pin#2 to the ECU is getting voltage somewhere along the way. After examining my electricals under the dash i noticed several wires with electrical tape around them and at the ecu there were 2 of the same color/striped wire spliced together and then going into the ECU. Along with several other that are just reaatached. The black wire from pin2 is covered with electrical tape just behind the fuse box but i cant follow it unless i take off the whole front dash, id like to know where its getting voltage from.

The black wire has continuity from teh ECU to the RELAY but somehere along the way its hooked up to some power

I got the pump to run by grounding the wire from pin2 to the chassis with a jumper wire fromthe relay, the pump gets power and the car starts now
QUESTION: When i ground the wire to the chassis i can hear i click or a bunch of clicking if i dont ground the wire right from under the intake manifold, is there a relay under there that is doing this?

Also does this kind of hacking sound like somehow had some piggybacks hooked up and them took them out?
