Default Crank Position Sensor Code 4 HELP

ok i have a 96 civic with a lsvtec swap. its running on a obd1-obd2 harness, and a chipped p28. when i went to look at the ecu everything was all ghetto rigged i took some tape off a wire that seemed to be running to nothing. after that i started throwing a code 4. my guess was the tape was stopping it from touching other wires and the hanging wire bypassed this some how. i ended up breaking the solder on the peice of dangling wire and all i have is this now

its a green wire with white stripe with some solder on it. how do i stop this CEL from faulty wiring?
