H22 EG Bottem end torque issue!

IABs will not make or break your low end torque in a lightweight Civic. Have you even set your base timing?
What have you tried besides wasting your time with the IABs? Was the timing belt changed recently?

Timing is dead stock. Nothing was changed from when it was removed from the JDM halfcut. I have checked timing on the flywheel and its set at 15 degress (stock).
