Sanding Touch Up Paint...
I applied some touch up paint to spots that needed it and I dont really like how it sticks out. Can I possibly wetsand over it to remove the excess with like 2000 then 3000 then buff it to perfection or am I stuck with the buldge?

No, it's better if you do sand it. You will need clear coat though. Here is a usefull thread I wrote up that you should look at before attempting anything:

Well I never had a problem with any clearcoat, and I've used the Duplicolor ones you can find at the big automotive department stores(pep boys in the states probably? Canadian Tire in Canada). If it still looks dull, sand it with 1500grit, then 2000grit(wet sand of course. An easy way to wetsand if to have a bucket of hot water with you, and just dip the sand paper in every couple of seconds and keep it wet) and then use an orbital sander and rubbing compound. Once that is done, use some wax and you're good to go.
