93 cx hatch.. slow... but not THIS slow!

Ok i have a 93 cx hatch, 202k miles, d15b8 bone stock. I know this car is slow, but it feels incredibly sluggish for some reason (more than other d15b8s ive driven). Compression is good across the board, I just replaced the spark plugs, thermostat and im changing the oil as we speak.
So im trying to solve the sluggishness.. i think the cat may be clogged, but the thing is there is a cat in the header (stock) but there is also some kinda thing under the car right after the header which also looks like a cat (or is it a resonator?)
The thing under the car (which is suspect is a cat) was visibly hotter than the rest of the exhaust when i looked under the car after running it. Its rusted as hell and the rest of the exhaust isnt nearly as rusted.
Can anyone confirm this is a cat before i waste my time cutting it off

that cat is quite possibly the easiest cat in the world to gut.
while you have the top part of the manifold off, slap a d15b7 head on there for a 30 minute 30hp 30 dollar upgrade
and that's $28 for the headgasket. $2 for the dx head.

which is the cat? I know there is one in the header but there is also some type of cat/or resonator under the car right before the gas tank....
Whenever i turn the car off there is this weird like metal ticking sound coming from the thing in front of the tank it starts as real fast when the car has just been turned off and then over a period of 2min the tick interval gets longer and longer until its gone altogether (not sure if it is a cat or just a resonator) it has a heat shield above it too ??
Also when i rev the engine in neutral instead of a steady 'vrrrRRRrrr' it kinda putters at the end of the note 'vrrRRRrrr pf pf pf pf' which makes me think somethin is blockin it....

before i swapped my motor i had a cx engine and my cat started glowing red.So i let it cool down and gutted it. The car ran pretty good afterwards.. the rest are just resonators.

a catalytic converter must be hot in order for it to do its job right, so there is nothing wrong in the fact that its hotter than the rest of the exhaust. I wouldn't gut it or cut it off, i would go to a junkyard and find a clean one. Slap that on.
Running without a cat is just dumb...you need backpressure anyways.

seafoam it!! it will help alot! buy 2 cans and put 1/4-1/2 in ur oil... and like 1/2 in ur gas tank.. then put some into ur intake manifold! itll help u out alot! ur car will go crazy for like 10 mins but just keep it around 3k rpm.. good luck this will help alot!

Cat is clogged - that's why it's heating up and visibly orange/red OR some other condition is causing an excessively rich mixture (such as bad timing or a stuck injector) and it's causing excess fuel to pool and burn off in the cat - which would also cause glowing and excessive heat.
