Default B16A driving SLower

Hi.

As i was having boging issue at Vtec, which came out to be a fuel problem,
was solved by removing the surge tank. which i have placed, after fuel tank.

my EF was carby, i just took the line comming from the fuel tank install a inline pump and putting the fuel in the another small fuel tank in the engine bay, from there another fuel pump pickup the fuel and through it into the fuel rail. which make it like this,

Tank>fuel pump>fuel tank(surge tank)>fuel pump> rail> return to fuel tank.

to me the car after removing the first tank after fuel pump, the car started to drive ok, or ill say it was drving awsome,

but i reaced 2 of my friends yesterday. who also have B16A4 and B16A, in 99 Civc and G1 Integra, i lost to both by 6 or 7 car, they both also have (I/H/E),

I was thinking that My EF3 is almost half of there weight, completly gutted, should have won or almost equal to them , My mods are,

Custom 3" intake,
2.5 inch straight piping,
oBD1 Converted, PO6 with Vtec, i also have PR3 OBd1,

My friends are saying that i install a intank fuel pump in my car, but there was a gap of 6 cars,

I have no codes.
timing is ok,
Tyres are 205/60/14 DUNLOP furmula
compression is also good, 205.205.190.210
its a JDM B16A, Got it from a importer, B16A 5-series,

Please suggest where did i went wrong,

then i shifted to PO6 with VTEc
