Default E-Brake

Hey,
I have a 1991 Teg LS 2dr; The problem is that my E brake wont lock up my tires anything above 20kph. When the pull the ebrake hande it doesnt feel like im getting it fully tight, (I can pull the handle all the way to max easily)

Im wondering if I need to tighter my ebrake cable so that it is near im possible (very stiff) half way? If so how do I go about tighting my ebrake cable?

Why are you pulling on the e-brake when driving? Please tell me your trying not to drift or anything like that. Also your rear brakes might not be getting too tight when your traveling above 20kph because your rear pads suck, you might need something extremly aggressive.
