Default Tips for a 4th Gen Newbie

I wanna introduce myself, my name's Justin, I live in NC and am the semi-proud owner of a '91 Accord EX (nasty little automatic) with over 190K miles. I'm not new to the performance/fast driving game since I use to own Mustangs and a Supra. I'm looking for simple (read: cheap) tips for making my Accord better. My ultimate goal for my Honda is nothing special, I just want it to handle better than stock, have more power than stock, and not look like every other Accord that everybody's mom is driving on the road. So far I have an intake installed, uninstalled is a set of coilovers, and a straight through exhaust (Brosal maybe? free from a friend). Talk to me.

Welcome.
No cheap way to make that car even remotely quick in a strait line, but you can make it handle.
Coilovers with good shocks (Koni is almost the unanimous best) and some custom rate springs. A higher spring rate in the rear (relative to the front) and a bigger rear anti roll bar will reduce understeer and aid in rotation. I have 350 lbs/in up front and 400 lbs/in with a 21 mm Suspension Tech anti roll bar in the back.

Also, for suspension, try a polyuerothane bushing kit and some strut tower bars. Install that exhaust, and get a header. That is a good start. The cheap HP adder is Nitrous Oxide. Cant go wrong with 50hp for $500. And you want a different look? Paint your body moldings and front and rear lips, tint your window, get an OEM spoiler, and some HID lights.

There was a thing on the news here a while ago and it said that if your car is sitting in the sun in 100 degree weather for an hour the temperature can rise in the 240+ degree range inside the car

That is enough to literally cook you. Cooked human flesh smells bad.

South Louisiana is really bad... near 100% humidity very often and 100+ degree temperatures daily in the summer. I need a tint pretty bad.

I hear you that is how it is down here in San Antonio, well maybe not 95% humidity but like 75% humidity and 111-120 degree temps in some places in the city.
