im swapping either a b16 or gsr into my 91 dx hatch. but is there a way to make it smog legal? cuz what i hear people are telling me no matter what i cant make it smog legal?

 

You can. You just have to have all the necessary emissions equipment that came with the year of the motor you are installing. For example, if you swap in a '00 B16A2, you're going to need all the necessary OBDII equipment on board. This include the EVAP, ECU, 2nd O2 sensor, etc. It can be done.
