Engine Swap Problem Need Help , RPM problem

So I just got a swap
I'm wondering why sometimes it doesn't start, we think its the starter but when you Bomb start it, the car will start but when you turn it on the key it just clicks, it was working fine yesterday but it won't start up now. ( checked the battery / altenator, turned on everything possibly electrical in the car , hammered on the breaks to check for dimming nothing happened so i'm guessing its the starter.)
How much does a starter cost normally?
Also, it was working fine yesterday and now after the bomb start and some passes on the car, it won't rev higher then 2000 RPM
If you try to go higher the 2000 rpm the car will choke, like as if its not getting enough fuel and it'll jerk
I'm trying to see what possibilities in problems there could be and could it be an ECU problem?
Its an H22 runnning P30 w/ H22 stock chip (not my idea just the swappers)
Also i need someone to chip it for a rev limiter.
I think when there was passes on the car someone might have miss shifted but im thinking it can't be a head problem because if it was the Idle on the car would be all over the place.
We checked all 4 cyclinders are running and the idle is smooth when it coudlnt' run over 2k RPM.
I tried resetting the ECU by disconnecting the battery even after it doesnt' drive over 2k rpm
Need some help / insight.
Also if someone else is running an H22, please let me know on the setup and what ecu / chip your running

Bump for u, my car wont rev above 2,000( rpm bounces here) unless i force it to by pressing pedal further. And it sounds like shi.

Daily driver out of commission till i can figure out whats wrong
I'm almost certain the head isn't blown but might be a slight chance
Thats my worst nightmare there
I can't even force it atleast id idn't try cause i din't want to cause any further damage.
Maybe a sensor?

In my case ive been told my map sensor might be bad, are u getting codes? have u checked your sensors for resistance or voltage?
i think the best thing to do would borrow another ecu after u checked your sensors.
