That is a lo jack. I have one in my car as well. They can be serviced (new battery, reinstall) for relatively cheap. The battery doesn't last forever, and needs periodic replacement.
When my car was a theft attempt, the theives actually yanked out the rear seat looking for a fuel cutoff (I don't have one), and ended up pulling the lo jack from its mounted place without disconnecting it. I was quoted seomthing like $80 over the phone for a "reinstall" and new battery. I ended up just rewireing the damn thing myself is a more secure location.

Yup thats LoJack son...
Like the last post said you can hook it back up pretty cheap although you already took it out so I'm not sure if they'd charge you for a reinstall. They recommend you service it every 3 years. It's $99 to have it serviced and tested and an additional $40 for them to replace the backup battery.
