Default b16 timing problems

i set my crank pulley to TDC to check things out and when i did this, i looked at my cam gears to see how they were lined up, here's what they looked like. sorry, but it was dark so the picture isn't all that great.

notice how the exhaust cam gear, if you look close you can see where it has the pr3, seems to be like it should where the arrow is in the "up" position. the intake cam doesn't seem to be in the straight "up" position, it looks to be a little off. the middle lines do line up, but seem to be a little lower lining up than i would expect them to be. if i were to turn the intake cam gear to the right, then the middle lines won't line up, but the arrow should be in the straight "up" position.

i have set both cam gears to where the "up" arrow is in the straight up position, but then the middle lines don't line up anymore, the intake one will be off.

any ideas on why this is happening?
