Default Tach Problem

I have a ZC DOHC in my 95 Civic CX. I bought an OEM cluster from the US that came from a 95 Civic EX and swapped my speedometer with his so that my speedometer would still be in KMH. The only problem is, my cutoff on my engine is at 7411 but my tach only reads rougly 6200-6300 when I'm there. Does anyone have any idea why this could be? Thanks.

You're going to hear a lot of people saying "all tachs are just off." But 1200 rpm's is a huge inaccuracy... Bad tach probably
