Default speed sensor 96 ex going bad?

96 accord ex stick speed sensor going bad? sometimes speedometer
reads 20 mph ... and sporadically comes back at 60 or 70 mph.
should I just replace the speed sensor? Could it be a loose connection.
No indicator/trouble codes lighting up.
Most of the time the speedometer stays on 20 mph even when I turn on the key and am not moving. ?

change the speedometer instead. OBDII would throw a code for a bad sensor, I am sure of it.

The easiest way to verify speed sensor operation is to check cruise control operation. Drive the car when the speedo is acting up, see if cruise works smoothly. If so the speed sensor is ok. The 94-97 Accords are common for the speedo head in the cluster to bounce, have sporadic operation etc. 9 chances out of 10 its not the speed sensor. hth
