You have a light car so SOHC vtec would be pretty nice with some mild upgrades. I suggest D16Z6 or D15B.

dude, thats like asking whats the best meal at mcdonalds. your gonna get tons of different replies from everyone. since it appears this is a budget swap. you are gonna want to stay in the obd0 generation and get a d16a6. its the motor thats in the crx si and civic si. the tranny you have is whats gonna keep you slow even if you change the engine. you should also consider getting the si transmission as it has shorter gears which are good for acceleration and you can still get around 30mpg
