Civic STD vs. CRX HF
I have a 1988 Civic STD. And I can say that it was REALLY slow back when it had the stock engine. But my guess is that the 1988 HF would be faster. The reason? Weight, of course. The 1988 HF is MUCH lighter. So much so that it would be faster despite having 8 fewer HP. Also, gearing is the same (the STD transmission is an HF transmission minus the HF fifth gear). Finally, the HF motor has more torque (90ft-lb vs 83ft-lb) for more get up and go off the line.
it's not that I'm gonna go race mine stock or anything. I just have a friend who said a STD was A LOT faster than an HF. He also thought the STD was pretty close in weight to the HF.

hf is slower (only 62 hp) than the 90 hp dx...
however the hf is lighter so any engine swap will make the hf faster...of the hf's the 1988 was the lightest 2g hf
