Not if they violate the rules. Locking it and leaving it in the forum it was originally in also serves as an example to others.

some do get moved. others that are really pointless, like this one, are better off getting locked before they spiral out of control. some also get locked because someone wanders onto the sight and asks a question without looking around at all, like "i just got a civic, how do i make it faster?' <--that would get locked quicker than this thread will.
