Two questions
First, is it ok to have the collar this close to shock "cup"? It's really close to touching it but it's not. Does the collar move around and would it be a problem having it that close to it?
Second, just installed brand new GC's on with custom spring rates on AGX's and there has been strange noises while driving. Took a look today and it looks like the springs have been rubbing against the sleeve. I could see and feel metal on the other side of the springs.

Maybe I don't understand, but how would that answer both question?
But anyways I guess it is fine for the first question becuase I've been driving around since then and don't have any problems...

The shorter spring wouldn't buckle as much and won't hit the threaded sleeve.

My GC sleeves (used) came with some thick rubber rings (3 per corner) that I placed inside the sleeve against the shock body. What they do is exactly to avoid the problem you're having.

Were they small black rings?

They should not be that close, you should shave the cup on the strut or raise it back up if not you will damage your gc, and for the rubbing is that the sleeve is not installed correctly make sure you install those black rubber rings and make the sleeve tite and even. good luck
