Cant fix ECU Code 17 (VSS) OBD-1 (P28)

It seems about 5-10 minutes into driving my car, the CEL pops on. I have ran the ECU codes and I get Code 17. For Reference - Code 17 is the same on OBD-1 and OBD-0 cars. Once I shut the car off and turn it back on, the code is cleared.
I have traced my wiring, and it is correct. I have wire B10(p28) going to wire B16(pm6) I have checked continiuity in the wires and that is good to. I also got under the car and made sure the gold retaining clip was seated firmly and the Speedo cable was not moving around. I did not have this issue until I converted to OBD-1.
Could this be something to do with the VSS being located in the speedo itsself on CRX's, and the VSS being on the tranny on EGs?

I believe it does. Do a detailed search for Electric VSS or something. Someone modified the rear of the cluster to work correctly in this case...

umm.. i had the same problem except my cel was always on.. U should look at the pins on the plug itself.. mine was rusty so i just wired in a new plug and it took care of the problem. lmk what happends..
I'm going to have to get out the WD-40 and a toothbrush or something, it seems as if this code is thrown only when im on bumpy road. I drove home the other night on a really smooth highway and the code didnt come on the entire hour and a half long trip......my bumpy drive to work today revealed it coming on ~ 10 mins into the drive
definitely a loose wire. My guess would be between the cluster and the ECU.
Hate to say it, but inspect that ECU Jumper - sounds like a pin is loose.
