Default Cel 14 DC-5!!

So for the past weeks, my car got a cel 14 (Idle Control System Malfunction). What it is doing is my car every time i start it up, it goes straight to 1900 rpm and surges constantly to 1850 ish. It is not a scenario where i've seen cars rpm bounces such as from 1000- to 2000. What i tried doing to it is i had taken the tb off and took the IACV apart and cleaned it. I thought this was it but when i installed it back on with a brand new tb gasket, it still did not do anything. Another test i did was i took the intake out and started up the car. Put my fingers over the holes in the tb and the idles goes back down. So what could be causing this problem? when i remove my finer off the holes in the tb, it goes back and surges constantly, I need HELP!!

it stays like this and doesn't go away when i reset the ecu. the codes just comes back and so dose the idle issue. it also does this when i drive so when i'm in neutral it goes straight up and when i'm in that area of idle in any gears, it makes my car jerks with it.

if you throwing a check engine light i would say that you have a bad sensor have you tried replacing the sensor or swaping your out with someone elses to see if it corrects the problem
