EF hatch doesn't start?

Default EF hatch doesn't start?

Well my cousin has a 91' EF9 hatch with the standard ZC SOHC motor and 4 speed manual tranny. It was maintained about a month ago at a shop and drove fine afterwards. The problem is now it wont start and the electrical doesn't work. I don't know why because it is running on a new battery. I do think it might of died somehow since the car wasn't used for over a month after the tune up. The car may just need a jump start correct?

My guess is the battery is too low to turn over. If you have a multimeter, check how much voltage the battery has. It should be about 12.5 in order for the battery to turn over without a problem. If the lights turn on, you might want to push start the car. It has enough battery voltage to do that.
