Default ECU Code 20: Electric Load Detector

I was driving on the highway in 5th gear and my check engine light came on. I have spark and my timing is correct. When I try to start the engine, it tries to start but immediately dies. I'm using the P28 on the B16A1 and it's throwing me a code 20. A code 20 is listed as the Electrical Load Detector.

Any ECU code masters or someone know what this is refering to or how to fix to the problem? Thanks for your help.

heres what i have that it is:

20 Electrical Load Detector Circuit
Short or open in circuit, bad ELD
