You could also try bleeding your vtec solenoid or checking your screens, both in your vtec solenoid and also on the plate mounted between your head and solenoid its self. Sometimes things can get clogged in there.
I had a friend with a "vtec engaugement issue" and I removed the solenoid plate and screen to find a gnat (small bug) stuck in the screen. After that it was all back to vtec land. Let me know

Make sure to check your oil pressure line coming up from your bottom end to your head. Sometimes people **** out and run too small of a line or pinch it off. Make sure it's atleast a .6AN line. I had the same issues with that on my ls/vtec build. Also make sure you have a ecu to run vtec and make sure it's also pined for it in your engine harness. If you bought this car as is without knowing these issues thats pretty silly. Hopefully its just something simple though. G/L
