'00 USDM B18C1 into a '00 Civic EX Question

Default '00 USDM B18C1 into a '00 Civic EX Question

I was planning on swapping a 2000 or 2001 USDM B18c1 GSR motor into my 2000 Civic EX coupe. I talked to an employee at H.A.P Recycling today and he told me that I would NOT be able to do it because the engine has some sort of immobilizer on it and I would not be able to make it run. He said I can swap the motor, But it was not worth it because it would not run. Is this true? Is it the same for the JDM motors?
I know that I have seen plenty of GSR swaps in 99-00 civics. Are those swaps OBD1 motors without the immobilizers?
The reason why I want a USDM motor is because I want everything to be smog legal since I live in California.
He also stated that I would be better off finding a '00 USDM B16 out of an SI and swapping that in. (Not what I wanted, but thinking about it)
If it is this much trouble I may as well just keep the D16Y8 and build that up!!
Can anyone help and clear up my confusion. I would greatly appreciate it.

just convert it to obd1 and run the obd1 p72 and you should be fine....

the e-mobilizer is just in the ecu, bypass it by jumping it to obd1

Thanks, but what do I do when smog time comes around?
Also, if I ever get pulled over, won't I get a ticket for an older motor in a newer car?
