you can order one from you acura dealer.
honda canada has 3 main warehouse where they keep their products.
1) montreal
2) toronto
3) vancouver
and if you are lucky they'll have one in stock. it's pretty hard to find.
good luck

Actually, the '99 CDM ECUs are the same plug style as the '96-'99 Integras. Therefore, a '97-'98 USDM ITR ECU will work just fine.
I just sold one that I had laying around for pretty cheap.
Joe Locash has an ECU for you. Go to http://www.locashracing.com and email him.

I sold one to Dan at Godspeed in Detroit a while back, he may still have it as he was mostly interested in the harness I sold with it. Try giving Dan a shout.

Last time I mailed Dan he was at ej20@twmi.rr.com , give h8im a shout. I would avoid the dealer as much as possible , they would charge a small fortune. I bought mine from a guy in Vancouver , there are a few guys running spoon or mugen ecus out there so more plentiful to find stock ecus. When you speak to Dan tell it is the ecu he bought from Joey in Ontario, it was a 99 ITR ecu. good luck
