civic power steering lines, help.

civic power steering lines, help.
hello, searched.
i have an h22 in my civic, i wanted to put Power steering back in, i got it all hooked up except one line. at the rack there are two coming off, one goes to the pump, the other? its hanging down under the crossmember. it that hose susposed to go to the other nozzel at the resavoir?
when i put fluid in it comes out that line thats hanging.
i have no ac or cooler, so where should it go? can i just block it off?
any input please.
