Is not having a lower timing belt plastic cover going to lead to bad things?
it's safe to have it, but honestly, when was the last time a rock actually flew into someone's timing belt and blew his whole motor up? i've never heard of it. but in anycase, just because we haven't seen it doesn't mean it doesn't happen.
I kept mine on simply because I have alot of loose crap in my engine bay. I'm working on a wire tuck and paint right now.
Now, if everything is clean and nothing is loose, it should be fine. The people I know that took theres off havent reported any probelms.

oil and dirt is what makes your timing belt break faster. you never know when your CV boot breaks... or even oil leak from your oil pan... this can get all over your belt without you knowing... then one day.. it'll break prematurely and there goes your valves....
is it safe? sure.. go for it...
