Default 88 crx b18 low rev problem

I just put a new clutch , pressure plate and throw out bearing in a friends crx and im having an issue , the car wont rev anywhere past 1700 rpm right on the dot as if the limiter was set there . Now if i give it gas b4 or while i start the car if will fire right up and rev fine and run great for most of the day . I did no engine work what so ever so i dont think its anything i did . However i want to fix this for him , now also lets keep in mind that im a total dumb*** when it comes to hondas so you might have to spell it out for me . it has no CEL and seems to run fine once it does get past the low rev issue . any help would be much appreciated , btw the car is bone stock

yes sry i should have made myself clearer , it will rev past 1700 some times its an intermitent problem i am having , once it starts to not rev past 1700 then you might as well give it up for a few hours and try again later . To me it sounds like an msd box with a 1700 pill in it , i guess cause it seems like ignition or maybe the ecu is cutting spark not sure , when it starts this crap it wont go higher then that one bit
